Scaevus was the first of the western cities to be founded, at the beginning of the Third Expansion, when humans were thriving in the fertile central plains of Paregor, particularly in Brabia, and began moving west.
Previously these lands had been occupied by the cultured elves of Selcuth. Initially the fey folk did not resist human encroachment, but rather withdrew to the west to escape the noise and pollution and change of their human neighbours. However, they soon realised that the relentless humans would continually expand to fill the spaces they evacuated; at this point they started fighting and the humans expanded no further.
Governed by the elderly Marshal of Scaevus, Scaevus is built on the site of an abandoned elven city, and has distinctively elven architecture, incorporating more greenery than the average human city; it provides as hospitable an environment for druids and rangers as it does for aristocrats and rogues. Some say that the Scaevans have become “elfified” through living here, though the inhabitants will sit in their tree-houses and deny this. They will admit, however, that the city is rich in the eldritch magic of their predecessors.
